Ian,
I changed the port to 8002, and still the same problem. ,
Is there a utility to run from outside to find out what is going on ?

Lots of ISPs block port numbers as high as 9000. A couple of things to try:
1) put an http server on port 9000 and see if you can connect to that
2) lower the port number for the webdav server to 8080, and try that. 8080
can generally get through.
it's possible that there's something wrong with the redirection, but i
suspect the problem is outside your firewall.

I have my webdav server working from inside the office, but not from outside
, I have dsl router and firewall , both with NAT on , and opened the port
9000 and rules are set.
I have one static IP address and several domain names that are mapped to
this IP.
I am hosting my sites on 1 machine and my mark logic server is on another
machine. Inside the firewall, I am redirecting mysite:9000 to the machine
which has the marklogic server on it.
Yet, from outside the office, I can not connect to the webdav. ?
My settings are :
Root: /
Port: 9000
Database: Documents
Address: 0.0.0.0
Backlog: 32
Threads: 32
Request timeout: 3000
Keep alive timeout :3000
Session timeout: 3600
Time limit: 6000
Authentication: basic
Privilege: -----------
Log errors: true
