[MarkLogic Dev General] Error:"Cannot import module with null namespace"

Hi,
I am using the below query and getting the error as "Cannot import module with null namespace"

xquery version "1.0-ml";
import module namespace constant = "http://example.com/constants"
    at "/datafab/constants.xqy";
declare namespace whitespace = "http://example.com/lib/processWhitespace";

xdmp:apply(
            xdmp:function(xs:QName($constant:CONFIG/data/rules/removespaces/@function), $constant:CONFIG/data/rules/removespaces/@module),
               "pragya kapoor")

The xml used is :
<data>
  <r>
    <removespaces function="whitespace:remove-spaces" module="/datafab/lib/processWhitespace.xqy"/>
  </r>
</data>


Please let me know what I am doing wrong.
