I'm fairly certain the HTTP application server does not handle chunked requests.

That is, the TE request header lists encodings that a server MAY use, but a server is not ever required to send back chunked data. In section 14.39 on the TE header, it says explicitly, "A message with no transfer-coding is always acceptable. "
That is, there is no such thing (in the HTTP spec) as an "inbound request for chunked data."
